کراچی تجاوزات: حکومت نے ہوش کے ناخون لیے
میئر کراچی وسیم اختر نے کہا کہ کراچی میٹروپولیٹن کارپوریشن (کے۔ایم۔سی) کے کرایہ دار خو چلنے والی انسداد تجاوزات کاروائی سے متاثر ہوئے، انہیں متبادل جگہ فراہم کی جائیں گی۔
اس سے قبل حکام کا رویہ مختلف تھا، ان کا کہنا تھا کے مسمار شدہ تمام دکانیں ناجائز تعمیرات تھیں اور حکومت کسی کو نہیں بخش نہیں سکتی۔ مگر تاجر برادری کے مسلسل احتجاج اور میڈیا کی تنقید کے بعد کراچی کے حکام ان تاجروں کو متبادل دکانیں دینے پر راضی ہو گئے ہیں۔
میئر کراچی وسیم اختر نے پریس کانفرنس کے دوران کہا کہ متاثرہ تاجروں کو پہلے مرحلے میں 3،575 میں سے 1،470 دکان داروں کو متبادل جگہ دی جائے گی اور باقی 2،105 تاجروں کو بحالی کے عمل کے دوسرے مرحلے میں جگہ فراہم کی جائے گی۔اس سلسلے کا ایک خلاصہ سندھ کے وزیر اعلی کو بھیج دیا گیا ہے۔ انہوں نے کہا کہ امید ہے کہ جلد ہی یہ منظور ہوجائے گا۔
میئر نے کہا کہ افسران کے خلاف کارروائی کی جائے گی جنہوں نے فٹ پاتھ، گلیوں، سڑکوں، پارکوں اور نالوں پر قبضے کے قیام کی اجازت دی تھی۔ایک سوال کے جواب میں، انہوں نے کہا کہ قبضے کے خلاف کاروائی میں کے ایم سی اکیلا نہیں تھا بلکہ ڈویلپمنٹ اتھارٹی، رینجرز، پولیس، سوئی گیس کمپنی، کے الیکٹرک اور ضلع میونسپل کارپوریشنز نے ان کے ساتھ مکمل طور پر تعاون کیا ہے۔
عداد کے مطابق ایک ہی ہفتے میں کے۔ایم۔سی نے تجاوزات کے خلاف کاروائی کر کے 800 “ناجائز” دکانیں مسمار کر دیں۔ بھاری مشینری کے ذریعے کراچی کی ایک آرام باغ فرنیچر مارکیٹ میں 350 اور لائٹ ہاوءس علاقہ کے قریب 450 ناجائز جگہ پر قابض دکانوں کو مسمار کر دیا گیا ہے۔
لیکن ان کا کیا قصور جو یہاں 38 سال سے بیٹھے ہوئے تاجروں کی دکانیں زمیں میں مل گئیں کیونکہ حکومت کی تقریبا چالیس سال بعد ہوش آیا کہ جاری کردہ اجازت نامے غلط ہیں۔
ڈاکٹر رحمان نے تفصیلات بتاتے ہوئے کہا کہ ایک ہفتے میں 175 دکانیں آرام باغ مارکیٹ اور 267 دکانیں لنڈا بازار میں رجسٹر کرائی گئی تھیں جو کہ بعد میں دکانداروں نے اپنے تہت انہیں بڑھا کر 350 اور 450 بنا دیں جو کہ ناجائز قبضے میں شمار ہوتی ہیں۔
لوکل اتھارٹی کا کہنا ہے کہ یہ دوسرا بڑا قدم ہے۔ پہلے 1400 ناجائز دکانیں تاریخی امپریس مارکیٹ میں گرا دی گئیں تھیں جبکہ آل کراچی تاجر اتحاد چیرمین آتق میر نے بتایا ہے کہ جب 450 دکانیں گرائی گئیں تھیں تب 2 ہزار خاندان بے روزگار ہوئے تھے!
